Working with Custom Menus in WordPress
Custom Menu Workflow

Create the Menu
Appearance > Menus > Create New Menu and name it.

Add Items
Pages, posts, custom links, or categories — drag from the left.

Order & Nest
Drag items to reorder; drop right to indent for a submenu.

Assign to Location
Theme location (primary, footer) determines where it shows.

If you have pages, you’ll want to have a menu structure. Some themes already have menus enabled, while others won’t show a menu unless you create it. Regardless, I always recommend creating your own custom menu anyway.
